Auckland Council's Parks & Community Facilities (PCF) team has the privilege of ensuring our community assets are fit for purpose and delivering outstanding experiences for Aucklanders.
As kaitiaki (guardians) of our parks and facilities, we play a vital role in enhancing community wellbeing and delivering strategically significant programmes.
Better Value Projects is a programme to change how we procure and effectively spend ratepayers' money, particularly on capital projects.
These are both critical roles in challenging and supporting ourselves to get better value for the money we spend on projects.
He angitutanga: The opportunity
We're looking for two experienced cost management professionals to join our team – whether your expertise lies in end-to-end quantity surveying or front-end estimating, this is your chance to contribute to projects that truly make a difference.
As a Senior Quantity Surveyor, you'll manage project costs throughout the entire lifecycle – from feasibility studies to final accounts.
You'll:
Provide accurate cost estimates for new capital and renewal projects
Evaluate contract claims and variations, ensuring robust financial oversight
Advise on complex projects as part of a multidisciplinary team
Lead internal audits to ensure supplier performance delivers high-quality services and value for money
Partner with stakeholders early to ensure that cost estimates provided for future projects are well defined, robust and sufficient for inclusion in the Long Term and Annual Plans
As a Senior Estimator, you'll focus predominantly on the crucial pre-construction phase, preparing the estimates at various stages from initial budgets, business cases and through project phases that help provide accurate budgets that set projects up for success.
You'll:
Analyse plans, material, and labour costs to develop precise cost estimates
Understand the full scope of work, identifying risks, opportunities, contingencies, and potential cost fluctuations
Factor in internal and external design and management costs, as well as long-term operational and maintenance costs
Collaborate with teams early in project planning to support decision-making
Research and assess market rates to ensure competitive, accurate pricing
Help shape the scope and financial feasibility of upcoming projects
About you
You'll have a good working knowledge of cost estimation in the New Zealand construction industry, and along with experience preparing Schedules of Quantities & Prices for various assets, an understanding of procurement, contracts and the evaluation of contractual claims.
Alongside strong relationship management skills and the agility to work cross functionally across the unit and other council departments, you'll have the ability to advise on many diverse projects at any one time, at various stages, and in some cases minimal asset information.
It should go without saying that you have a solid understanding of health and safety legislation and practices.
A degree in a relevant field such as quantity surveying, engineering, construction and architecture would be beneficial, though what is key will be your solid technical experience in estimating costs for capital works delivery, including renewals projects.
Previous experience with estimating software is essential.

You will be required to have a valid NZ driver's licence due to the nature of the position where you will be required to regularly travel to various Community Facility sites across the Auckland region.
