Te whiwhinga mahi | The Opportunity

Te Whatu Ora Data and Digital is undertaking a significant multi-year programme of change to deliver the integrated set of technologies that are essential for a well-functioning health system.

This includes bringing many of our previously local operations into a national structure, and working through our clinical and corporate systems to consolidate to a smaller number of integrated systems that can become the focus of our forward investment plans.

We are seeking a Programme Director who will work within the Digital Workspace portfolio and report to a Portfolio Lead.

They will be responsible for undertaking and leading programme activity from concept through to delivery, implementation and operational handover.

This role will be scoped towards customer service activities – service desk redesign, contact centre operations and ways to optimise both

Mōu | About you

This dynamic role will require an experienced leader who, in conjunction with Portfolio Governance, will assume responsibility and accountability for setting the overall direction and leadership to successfully deliver change programmes in the range of $20-50m capital spend per year.

You will be action oriented and able to set a vision and optimise delivery to achieve the intended outcomes within the budget and timeframe.

You will have an ability to work with the underlying business to meet their needs within the constraints imposed by the systems and tools being implemented.

You will be a self starter, doing the mahi each day that is required to keep the team aligned and to deliver against commitments.

You will have experience in engineering high levels of customer service, understanding the tiering model for service desk operations, and the tradeoffs between efficient channels and channels that customers like.

You will have foresight, planning the sequences of activities and delivering dependencies ahead of time, avoiding the need for crisis intervention if tasks don't run to plan.

You will be collaborative but also decisive.

You will work with others to understand their perspectives and to achieve decisions by consensus, but you will also recognise where consensus is impossible and recommend or take decisions when necessary.

You will be required to ensure all programmes are well-planned and are in line with the business case and delivery framework.

You will need to have proven experience in delivering large scale projects within scope, time, and budget.

You will have a keen eye for detail with excellent planning, communication, and coordination skills.

Couple this your knowledge and application of, appropriate project management frameworks, and an ability to promote and provide advice on the use of appropriate techniques, methodologies and tools.

You will work closely with the Portfolio Lead and project team, as well as Project Governance, to ensure that the project is suitably resourced and that workstreams are aligned and delivered in unison.

Be a key enabler in driving innovation, standardisation and best practices that will be fit for purpose and support the right frameworks for the D&D team across Te Whatu Ora.

Ngā pūkenga me ngā wheako | Skills and experience

  • Knowledge of the New Zealand Health Sector and/or Health Design
  • Experience managing the commercial performance of projects, ensuring timely and meaningful responses to challenges, issues and opportunities, and enabling sustainable levels of high performance
  • Ability to lead in complex environments and manage a wide range of diverse stakeholders that are internal and external to Te Whatu Ora.
  • Demonstrated ability to work at pace and in a dynamic health environment.
  • Relevant professional project management experience and confidence in understanding a variety of project processes and methodologies, such as PRINCE2, PMBOK or similar or demonstrated experience in Project delivery.
  • Significant Programme Director and/or leadership experience in successfully delivering projects with a capital cost of up to $20-30m - preferably in a health context
  • A respected leader with demonstrated experience working at a senior management level across large and complex programmes of work include reporting to Project Governance
  • Significant experience in strategic communications and an ability to take complex information and synthesise into key messages for relevant audiences
  • Demonstrated skills of operating within an environment that demands a high level of senior stakeholder engagement, political nous, financial management and a solid level of commercial/contractual acumen
  • This role requires and/or would benefit from the following
  • An understanding of the significance of and obligations under Te Tiriti o Waitangi, including how to apply Te Tiriti principles in a meaningful way in your role
  • Competency with te ao Māori, tikanga, and te reo Māori or a willingness to learn and grow
