Overview

The Department of Internal Affairs (DIA) completed a Request for Information (RFI) in June 2023 to understand the availability and scope of potential end-to-end solutions for monitoring and supporting non-casino electronic gaming machines (EGMs).
The current Electronic Monitoring System (EMS) has been in place since 2007 and has provided a stable and reliable platform.

However, the existing contract is due to expire in 2032.

Insights gathered through the RFI have informed our planning, and we intend to approach the market in 2027 to procure a new EMS for Class 4 venues in New Zealand.
Ahead of any potential procurement process, DIA is consulting on the scope and some technical considerations for a future EMS and a proposal to introduce non-cash payments for Class 4 gambling.
The consultation, Future Electronic Monitoring Systems (EMS) and Alternate Payment Technologies (APTs) for Class 4 Gambling, is open until 5:00 pm on Monday, 15 September 2025.
Please note: The RFX release date included on this Future Procurement Opportunity listing is purely indicative and will be subject to change.

The indicative release date that the buying agency expects a realised procurement process to commence, the FPO will close on this date.

Please note that the date will be presented to suppliers by calendar quarter
